Welshman Flower was placed on report moments after coming off the bench in yesterday's 30-16 win against Hull KR.
The tackle around the knees of Matt Storton, which saw him limp off and play no further part, was deemed a Grade C 'Dangerous Contact'.
Hull KR coach Tony Smith stopped short of criticising the challenge but did say: "It's not my job to judge but I'm sure those who do, will take a look at it."

Hide AdPartington's charge followed a tackle on KR prop Robbie Mulhern in the 64th minute. Neither offence saw a card be produced.
Flower was making his first appearance on the year - having recovered from a back injury - while Partington has been ever-present, and his strong form had earned him a starting spot.
Adrian Lam, though, is well-stocked in the front-row department.
Mitch Clark and Joe Bullock both played for the reserves on Saturday and could come back into the fold for Friday's trip to Salford.
